version bump 0.13.4: more corner cases

- explicitly throw when expected AOA isn't (fixes #1214 h/t @mnori)
- `ignoreEC` option to suppress IGNOREEC records on write
- workaround for BIFF2 BOF mismatch (fixes #1220 h/t @AhmadZuhdi)
