version bump 0.7.0: more intelligent tokenizer

- Literal characters between numbers (fixes #7, h/t @sysarchitect)
- .0/.00/.000 recognized as potential date tokens
- s+.0+ generates two tokens (with proper handling for `hh .00 .000`)
- proper handling of format strings with mixed 0 and #
